Three assembly members introduced a bill to submit to voters a $1 billion bond for seaport infrastructure improvements that would facilitate offshore wind energy projects off the California coast. AB 2208 would declare the intent of the legislature to enact such legislation.
The California Energy Commission is required to develop a strategic plan for offshore wind energy off the California coast in federal waters. The strategic plan must include a plan to improve waterfront facilities that could support a range of floating offshore wind energy development activities. Legislators and the governor are negotiating on $16 billion in climate bonds to be put before the voters. SB 867, a climate bond introduced in 2023, includes $2 billion for “clean energy projects,” but does not specify offshore wind.
California has set its offshore wind development target at 2 to 5 GW by 2030 and 25 GW by 2045. (see also California Increases Offshore Wind Targets)
